Car hire operators' exemption from holding a licence

A car hire operator may be exempted by the Commissioner from compliance with the Motor Vehicles Dealers Act 1973 provided the business normally disposes of vehicles directly to licensed dealers.

Car hire operators cannot buy or sell vehicles for profit. Vehicles can only be bought to increase the size of the hire car fleet.

Each 'natural person', or partner or director of the entity applying for an exemption must prove that they are of good character and repute and a fit and proper person to hold an exemption.

The Commissioner can impose conditions on any exemption granted and can revoke the exemption at any time.
