Generally the Board will refuse an application if it determines an applicant is not a person of good character and repute and not fit and proper to hold a licence.
However, before refusing an application the Board must give the applicant an opportunity to explain the conduct which has given rise to the Board’s concern. The Board will normally conduct a formal hearing at which the applicant can make submissions personally or through a legal representative.
When granting a licence, the Board can attach conditions and/or restrictions and the Board can at any time add, amend or remove any conditions that apply to a licence.
